Under general direction from the Lake Michigan Programs Section Chief, this position regulates construction in waters and along the shoreline of Lake Michigan in Illinois and public waters in the city of Chicago. As a licensed engineer, coordinates and reviews the work of engineering and technical staff engaged in the completion and/or review of engineering analysis and the completion of site inspections to manage the waters and shorelines of Lake Michigan in Illinois to ensure compliance with the engineering standards established and mandated by the Illinois Rivers, Lakes and Streams Act. Oversees the day-to-day management of the regulation of activities in or adjacent to the Illinois portion of Lake Michigan to ensure compliance with State statues and consistent with coastal engineering design and construction practices to prevent improper encroachments on this public trust resource. Recommends issuance or denial of requested applications for permit to the Lake Michigan Program Section Manager. Meets with applicants to resolve potential regulatory issues and to guide them to appropriate activities that comply with Department standards. Oversees inspection of permitted activities to ensure that the work was completed in accordance with approved plans and specifications. Assists the Lake Michigan Program Water Allocation Engineer as needed to equitably allocate Lake Michigan water to municipalities and other users in Northeastern Illinois in accordance with State law and a Supreme Court decree.
Requires knowledge, skill and mental development equivalent to completion of four years of college; requires prior experience equivalent to three years of progressively responsible administrative experience; Requires in-depth knowledge of the principles and practices of hydrology and hydraulics and coastal processes, coastal engineering, and the potential environmental impacts of coastal and public water projects. Requires general knowledge of public water rules and policies of the Department. A minimum of 4 years of experience as an engineer in hydrology and hydraulics is preferred. A minimum of 2 years of supervisory experience is preferred. Good written and oral communication skills are essential to this position to communicate effectively with local citizens, private sector consultants, and government agency managers. Requires valid Illinois driver’s license. An Illinois Professional Engineer license is required.
