Reporting to the Development Engineer II, this position is responsible for review of engineering plans, specifications, and studies for private development and building permit projects, and stormwater, right-of-way, fence, and driveway permits in accordance with the Municipal Code(s)/Policies of the City of St. Charles.  This would include review for compliance with stormwater management ordinance including tracking of impervious area coverage and review, inspection and tracking of best management practices; coordinating with Building and Code Enforcement, Fire, Public Works, GIS, and others on engineering plan reviews; responding to inquiries and communicating code requirements and findings to permit applicants, developers and/or their consulting engineers; reviewing and preparing engineering plan cost estimates, quantities, and specifications for projects; and assisting the Project Coordinator – Inspections with permit reviews and site inspections as needed. 


The City is seeking applicants with a bachelor’s degree in civil engineering, or related field, and three or more years of civil engineering experience.  Strong oral and written communication skills are required.  Applicants must possess the ability to exercise independent professional judgment in planning their work, analyzing problems, making decisions, and recommending solutions.  Also required are computer skills including word processing, spreadsheet applications, databases, and the ability to use geographic information systems (GIS) to find and display information.  General knowledge of the principles and practices of municipal planning and subdivision regulation and an Engineer Intern License or Professional Engineer license from the State of Illinois is preferred.  

If selected, successful completion of a thorough background check, physical, functional capacity evaluation, and drug screen are required. 


The part-time salary range based on 20 hours a week is $31,000 - $44,000, with starting salary commensurate with experience and an excellent benefit package provided.
