The City of Rochelle is requesting the submission of qualifications by interested engineering firms for the preparation of a region-wide flood study that would establish the base flood elevations for the Kyte River and associated tributaries as well remapping of the existing FEMA/FIRM maps.
The limits of the regional study are identified by the following boundaries:
- The northerly limit of the regional study is the Bethel Road and imaginary extensions of said road that extend from the intersection the imaginary extension of Bethel Road and Skare Road to the intersection of Bethel Road and Mulford Road, all in Ogle County.
- The approximate easterly limit of the regional study is Mulford Road from the intersection of Bethel Road in Ogle County to the intersection of Perry Road in Lee County.
- The approximate southerly limit of the regional study is Perry Road from the intersection of Mulford Road to the intersection of Brooklyn Road, all in Lee County.
- The approximate westerly limit of the regional study is Brooklyn Road from the intersection of Perry Road in Lee County to the Flagg Road intersection in Ogle County. Then from the Skare Road intersection with Flagg Road to the intersection of Skare Road and the imaginary extension of Bethel Road.
The successful Engineering firm shall demonstrate the following attributes:
- Recent experience with obtaining and utilizing geographical information systems (GIS) data for flood and drainage studies., installing and maintaining remote gauging stations, the meaningful melding of various data sources and drainage reports into a unified body of drainage information, hydrological and hydraulic mapping and modeling, and the utilization and unification of several different project datum
- Relevant experience working with regulatory agencies, such as the Federal Emergency Management Agency (FEMA), the United States Army Corps of Engineers (USACOE), or the Illinois Department of Natural Resources – Office of Water Resources.
- Project experience with hydrological and hydraulic modeling in Northwest Illinois, including modeling using steady and unsteady flow.
- The capability to provide technical staff for regular meetings in the City of Rochelle and possible partnering municipalities. The meetings may be in the evening in order to accommodate the schedules of other stakeholders.
The selected engineering firm shall prepare a document that will include maps of the lands inundated by the 1 percent occurrence of flood, tables of reference marks whose ties have been utilized by associated survey teams, tables of conveyance capacity of major drainage structures within the area of the regional study, and the ten percent chance, four percent chance, 2 percent chance and 1 percent chance flood flows at several key locations on the Kyte River and selected tributaries, as agreed upon with the City of Rochelle, partnering municipalities or counties or other state and federal agencies, and associated stakeholders. The selected engineer shall successfully submit the document for FEMA’s acceptance and other applicable state and federal agencies having jurisdiction over the floodway/floodplain area as the flood modeling reference for the described region.
All qualifications shall be bound in an 8.5 inch wide by 11 inch long booklet. The qualifications shall include the identification of the project team and resume’s of key project personnel. The cover of all bound qualification shall contain the Engineering Firm’s name, phone number, fax number, Firm’s website address, and primary contact.
